BANDAR SERI BEGAWAN – Greater than a decade after negotiations stalled, the European Union is eager to revive discussions with Brunei on a possible Partnership Cooperation Settlement.

Denis Chaibi, the EU Ambassador to Indonesia and Brunei, mentioned the EU is “very open” to exploring alternatives to resuscitate negotiations and could be prepared to recalibrate the textual content of the settlement to “higher match Bruneian sensitivities”.

“We’ve had restricted cooperation during the last decade and it’s partly as a result of negotiations for our Partnership and Cooperation Settlement had been suspended in 2014,” he informed The Scoop in a latest interview.

“Now that the multilateral order is beneath assault and the rules-based order is beneath retreat… We really feel that cooperation with nations like Brunei — which is a part of ASEAN and performs an lively position within the multilateral order — are crucial. So we need to actually treatment these restricted relations and transfer to a more moderen period the place we cooperate extra.”

A Partnership Cooperation Settlement (PCA) establishes a framework for political and financial cooperation between the 27 member states of the European Union and one other sovereign nation.

Talks with Brunei had been suspended in 2014 after the introduction of the Syariah Penal Code, which prompted a worldwide backlash towards the sultanate and condemnation from human rights teams. Nonetheless, Brunei later assured that the de facto moratorium on the loss of life penalty would stay in place.

The ambassador mentioned that preliminary fears of Brunei implementing punishments reminiscent of amputation and stoning have been put to relaxation.

“I believe that the expertise during the last decade has proven that despite the fact that Syariah regulation has been launched because the sovereign determination of Brunei, its implementation by way of what the EU perceives as human rights [concerns] has not raised difficulties with the EU,” Chaibi defined.

“We’re prepared to have interaction as a result of we see the expertise of the final 10 years as not being a hindrance to reviving the negotiations.”

With funding from the European Union, the EU-Brunei Darussalam Partnership Facility was established in 2022 to advance bilateral cooperation by coverage dialogues, schooling, and people-to-people exchanges.

Chaibi mentioned that the partnership facility is a “good automobile” to scale-up engagement between the EU and Brunei by discovering widespread floor on points reminiscent of local weather change, renewable vitality, and digital transformation.

“We really feel that exactly with this facility we present the dedication to reinvigorate our relationships with Brunei and work collectively on problems with mutual curiosity.”

The envoy mentioned the choice to reopen talks on the partnership settlement would in the end depend upon the desires of Brunei authorities.

“I believe that there’s a basic and real openness to debate the way forward for relations,” he mentioned.

“We really feel that it will be very helpful to revive these negotiations and we really feel that this dedication — this joint dedication to the rules-based order — can go a good distance.”
