BANDAR SERI BEGAWAN – Brunei is about to tighten street security laws for cyclists, together with a proposed biking ban on main highways and the rollout of designated bike routes throughout all 4 districts.

They transfer comes within the wake of two separate accidents involving cyclists and autos previously month, which resulted in two fatalities and one hospitalisation.

The measures had been outlined by the Minister of Transport and Infocommunications, Pg Dato Shamhary Pg Dato Hj Mustapha, throughout Thursday’s Legislative Council session.

The minister mentioned the Nationwide Street Security Council has developed a tiered plan to deal with present questions of safety.

Within the short-term, proposals embrace banning biking on all highways and main roads with pace limits above 65 km/h, establishing designated biking routes in every district, and updating the biking pointers.

Within the medium-term, plans embrace putting in “No Biking” signage, updating laws on biking bans, and tightening laws for visitors offenses. 

Within the long-term, there are proposals to combine devoted bike lanes and biking routes in native communities.

To implement these modifications, the federal government will make legislative amendments to the Street Visitors Bicycles Regulation, which falls underneath the Street Visitors Act.

Prohibited zones

Roads prone to be off-limits for cyclists embrace the Muara-Belait Freeway, Tungku Freeway, Sultan Haji Hassanal Bolkiah Freeway, Rimba Freeway, Pengiran Muda Al-Muhtadeebillah Freeway, and Tungku-Jerudong Freeway.

Different roads anticipated to return underneath the ban embrace Jalan Utama Mentiri, Jalan Kebangsaan, Jalan Utama Berakas, Jalan Junjungan, Jalan Penghubung Tanah Jambu, Jalan Labu Puni (in Temburong), and Jalan Rasau (in Belait).

The minister famous that the council is working with the Brunei Biking Federation to establish a community of routes particularly for biking actions. These embrace:

  • Brunei-Muara: The stadium pathway shall be open each day, whereas Jalan Perdana Menteri, Jalan Ong Sum Ping, Jalan Kebangsaan, and Jalan Menteri Besar shall be opened each Wednesday night as a pilot venture. The Bandarku Ceria route may also be expanded.
  • Tutong: The Bukit Bendera space.
  • Belait: The Kargu Dam route and Jalan Labi.
  • Temburong: Jalan Pekan Bangar.

These modifications align with the Street Security Motion Plan, launched in late 2025, which goals to halve street accidents and fatalities by the tip of the last decade, mentioned Pg Dato Shamhary. A key metric is guaranteeing 80% of main roads obtain a minimal “three-star” security score, which evaluates each infrastructure high quality and driver habits.

The minister pressured that public consciousness campaigns will broaden alongside these legislative modifications to foster a tradition of security for all street customers.
