CALAPAN CITY, Oriental Mindoro — As many as 41,658 households, or 190,990 residents in 236 barangays of the provinces of Occidental Mindoro, Oriental Mindoro, Romblon and Palawan have been affected by the monsoon and tropical melancholy Neneng.
