The federal government will introduce two payments within the Lok Sabha on Monday (December 1, 2025) to levy excise responsibility on tobacco and tobacco merchandise, and a brand new cess on manufacturing of pan masala.

The Central Excise Modification Invoice, 2025, will change the GST compensation Cess, which is presently levied on all tobacco merchandise like cigarette, chewing tobacco, cigars, hookahs, zarda, and scented tobacco.

The Central Excise (Modification) Invoice, 2025, seeks “to offer the federal government the fiscal house to extend the speed of central excise responsibility on tobacco and tobacco merchandise in order to guard tax incidence,” as soon as the GST compensation Cess ends, in accordance with the assertion of objects and causes of the Invoice.

The Well being Safety se Nationwide Safety Cess Invoice, 2025, seeks to levy Cess on the manufacturing of specified items like pan masala.
