Azerbaijan’s state program identifies main directions in agricultural sector – official

SHAMKIR, Azerbaijan, June 19. The State Program
for the Growth of Agricultural Manufacturing and Processing,
Fisheries, and Aquaculture in Azerbaijan for 2026–2030 has
particularly recognized a number of elementary instructions, Deputy
Minister of Agriculture Ilhama Gadimova stated, Development’s correspondent
experiences from the occasion.

She made the comment at a regional session on the
Gazakh-Tovuz financial area, held in Shamkir to debate the state
program permitted by the decree of the President of Azerbaijan dated
Might 25, 2026.

Based on the deputy minister, the principle instructions embrace
rising intensive backyard areas, rising wheat productiveness,
increasing fashionable irrigation areas, increasing agropark and
greenhouse actions, forming small wineries, and rising
intensive livestock farms.

“Moreover, this system covers not solely manufacturing areas, but in addition
supporting measures. Legislative initiatives, institutional
reforms, and digitalization are necessary pillars of this program.
It’s deliberate to enhance the laws ‘On the agricultural
sector’, ‘On seed manufacturing’, ‘On fisheries’, make adjustments to the
subsidy guidelines and mechanisms for making use of reductions to agricultural
equipment.

Concurrently, the growth of the agricultural synthetic
intelligence system and the event of data-oriented subsystems
of the Digital Agricultural Info System (EAIS) will serve
for extra versatile and information-based administration of the
subject.

In the present day, agrarian coverage is now not restricted to the work carried out in
the sphere. Our selections must be primarily based on information, maps, digital
programs, satellite tv for pc observations, soil and water steadiness, and actual
productiveness indicators. Subsequently, digitalization is changing into an
necessary software for each farmers and the state,” she defined.

Gadimova identified that some of the necessary instructions
of this system is to extend wheat manufacturing and enhance
productiveness.

“As many as 22 districts have been recognized as goal areas
for wheat manufacturing. These areas present a big a part of the
grain produced within the nation and have larger irrigated areas,
fashionable irrigation potential, agropark infrastructure, and laser
leveling capabilities. Shamkir and Tovuz districts are included in
the record of those 22 districts.

It is deliberate to carry the typical yield to 50 centners within the
goal areas, and to 30 centners within the Damya areas, which additionally
embrace Aghstafa and Gadabay. Within the perspective districts,
together with the Gazakh district, the yield goal is ready at 50
centners after 2029,” she famous.

The deputy minister stated that as a way to obtain the targets,
it’s deliberate to broaden the applying of contemporary irrigation
programs, enhance technical assist, apply laser leveling
know-how, enhance state assist for wheat manufacturing, and
strengthen management over agrotechnical upkeep.

“First, the applying of contemporary irrigation programs might be
expanded. Second, technical assist might be improved. Third, the
utility of laser leveling know-how might be expanded. Fourth,
state assist for the event of wheat manufacturing might be
elevated. Fifth, management over agrotechnical upkeep might be
strengthened, and crucial land reclamation measures might be
carried out. One of many assist mechanisms that must be specifically
famous right here is the subsidization of mortgage rates of interest.

It is deliberate to pay the a part of the annual rate of interest of
loans offered by banks to farmers for the manufacturing of annual
crops, not exceeding 19 p.c, from the state price range. That is an
necessary assist by way of decreasing the monetary burden of
farmers and attracting funds extra simply for the crop cycle,” she
clarified.

She famous that one other necessary assist is said to laser
leveling.

“For each ton of the product produced by farmers making use of laser
leveling, it’s envisaged to use a further product subsidy to
each the farmer and the mill for every ton delivered to the mills.
This mechanism each encourages the farmer to make use of the know-how and
strengthens the connection between processing enterprises and the
producer,” Gadimova identified.

The deputy minister stated that subsidies alone aren’t sufficient to
enhance productiveness in wheat manufacturing. Seeds must be chosen
accurately, soil evaluation must be performed, sowing must be
carried out within the optimum interval, the fertilization fee must be
decided in accordance with the actual composition of the soil,
irrigation must be carried out on time, and the struggle in opposition to
ailments and pests shouldn’t be delayed.

Based on her, the following essential path is the growth of
fashionable irrigation programs.

“The environment friendly use of water assets is likely one of the most pressing
points in agriculture immediately. Local weather change, decreased precipitation,
and elevated demand for water necessitate the transition to extra
economical and extra environment friendly irrigation applied sciences,” she
stated.

Gadimova highlighted that the state program has recognized the
growth of the applying of contemporary irrigation, rising the
useful use of water, and rising productiveness as the principle
objectives. On this path, the applying of pivot, drip, and
sprinkler irrigation programs might be expanded.

She stated that presently, the areas the place fashionable irrigation
programs are put in are 130,000 hectares.

“It’s projected that this indicator will attain 300,000 hectares
by 2030, of which 88,100 hectares are deliberate in 22 goal
districts, and 12,000 hectares in 8 perspective districts,” added
the official.
