The Ministry of Training, Increased Training and Vocational Training has issued a brand new round emphasizing that corporal punishment and any type of bodily or psychological hurt in opposition to college students are strictly prohibited in faculties.
In response to the ministry, Round No. 11/2026, titled “Sustaining Self-discipline in Faculties,” was issued on March 30, 2026 following a directive from the Supreme Courtroom of Sri Lanka.
The round states that the directive was issued pursuant to the order given to the Secretary of Training within the Supreme Courtroom judgment dated July 7, 2025 in relation to Case No. 461/2012 (FR).
The round has been addressed to all Provincial Secretaries of Training, Provincial Administrators of Training, Zonal Administrators of Training, Divisional and Assistant Administrators of Training, Heads of Pirivenas, and Principals of Authorities and Authorities-approved personal faculties.
The ministry has instructed that, along with the rules already supplied in Round No. 12/2016 issued on April 29, 2016 relating to the upkeep of self-discipline inside faculties, particular consideration have to be paid to Paragraph 17 of the Supreme Courtroom judgment associated to the case.
Paragraph 17 of the judgment states;“On this regard, the Courtroom observes the necessity for the Ministry of Training to challenge a recent Round addressed to all Lecturers and Directors of all faculties stating clearly that no bodily or psychological hurt needs to be inflicted on any baby as a way of punishment or for another cause. The Round should state that there can be zero tolerance of any type of corporal punishment, and perpetrators can be dealt when it comes to the legislation.”
The ministry additional emphasised that when sustaining self-discipline amongst college college students, particular consideration needs to be given to the issues outlined within the Supreme Courtroom judgment.
